Tom Rawlings, who was in Gwinnett to speak to community stakeholders about DFCS’ State of Hope initiative — a “collaborative approach in which people from all walks of life share a vision of safety and success for every child, family and individual who lives in their community” — was appointed director in February by Gov. Brian Kemp. He had previously served as interim director for seven months.
